Deprecation of v9 workspace specific users lost password endpoints

Back on 2023/08/14 we introduced a new authentication system that allows for both Track and Plan to have common user accounts.

In continuation of that effort we are deprecating more endpoints in favor of the common user account system.

In this update, we are removing the following Track v9 endpoint:

• /workspaces/{workspace_id}/users/{user_id}/lost_password

There will be no brownout periods for this endpoint and no further notice given its very low usage.
